The paper presents a methodology for analyzing the risk of occurrence of man-made emergencies and hazards on access roads to the cosmodrome, which will determine the risk indicators. The technique involves the use of statistical information and its transformation for use in predicting dynamically developing risk. The technique allows it to be used for the analysis of man-made hazards and emergencies arising on the access roads to the spaceport.
