This paper examines selected Early Imperial epigraphic sources from the province of Asia recording proconsular edicts concerning the management of aqueducts and, more broadly, water infrastructure. These inscriptions provide a valuable vantage point for assessing the administrative relationships between proconsular authorities and provincial cities during the Principate. The analysis highlights significant differences linked to distinct civic statuses, in line with recent scholarship on the dynamics of indirect rule in the eastern provinces. Special attention is devoted to the distinction between provisions concerning civitates liberae and those concerning civitates stipendiariae. The paper also seeks to show how proconsular edicts reflect the normative framework established for the city of Rome by leges publicae and senatusconsulta, pointing to a precise reception of central legislation within provincial chanceries.
Il contributo prende in esame alcune fonti epigrafiche altoimperiali dalla provincia d’Asia attestanti editti proconsolari in materia di gestione degli acquedotti e, in generale, delle condutture idriche. Queste iscrizioni permettono una non trascurabile prospettiva di valutazione delle relazioni amministrative fra il governo proconsolare e le città provinciali. Infatti, l’analisi di tali documenti rivela rimarchevoli differenze correlate ai diversi status civici, in coerenza con la ricostruzione delle dinamiche dell’amministrazione indiretta proposta dalla dottrina più recente. Una particolare attenzione è riservata alla distinzione fra i provvedimenti riguardanti civitates liberae e quelli riguardanti civitates stipendiariae. Il contributo intende anche mostrare come gli editti proconsolari riflettano il quadro normativo previsto, per la stessa materia, per la città di Roma, da leges publicae e senatusconsulta. Da ciò emerge la puntuale ricezione al livello delle cancellerie provinciali della normativa centrale.
