The article explores the issue of the protection of vulnerable people with a focus on the elderly and people with disabilities within a ‘smart city’ developed on the basis of digital tech and artificial intelligence systems. It highlights how the approach to disability is now focused on inclusion, with personalised support and the adoption of flexible measures (multi-level protection) for improving the mobility, healthcare and social participation of vulnerable people, while also pointing out the possible risks inherent in algorithmic discrimination. Finally, the article highlights the importance of balancing technological innovation with the protection of fundamental rights so that vulnerable people remain at the heart of the digital transformation.
