This article takes as its starting point a recent case addressed within the activities of the Legal Clinic on Migration and International Protection at the University of Genoa, in order to examine the impact of recent reforms affecting the Italian reception system for so-called unaccompanied foreign minors. These reforms not only consolidate pre-existing ambiguities but also reveal a dual tendency under the prevailing emergency and security rhetoric: on the one hand, to normalize measures formally conceived as exceptional, and on the other, to codify practices lacking legitimacy. Retracing the most significant stages of the analytical process undertaken in class through a clinical legal approach, the essay concludes by discussing possible legal remedies capable of countering these regressive trends, which inevitably reinforce the multiple forms of neglect experienced by many unaccompanied young migrants within reception contexts.
