The paper proposes a minimal reform of the Rosatellum-bis, limited to the elimination of closed lists and multiple candidacies. The aim is to restore the effective impact of the vote and to strengthen the link between voters and elected representatives, especially after the reduction in the number of Members of Parliament. The reintroduction of preference voting and the ban on multiple candidacies seek to counter party-based co-optation dynamics and to restore representativeness and political accountability, without altering the overall structure of the electoral system.

Abstract
