A negação e revogação da autorização de residência como medidas punitivas pela falta de integração na comunidade acolhedora do estrangeiro socialmente perigoso: reflexões à margem da uma recente e significativa decisão do Tribunal Administrativo de Parma

The article analyzes, with ample doctrinal and jurisprudential support, the issue of the protection of the fundamental rights of foreigners who settle in Italy. The delicate process of progressive integration into the welcoming community requires, at the same time, the assumption of duties and responsibilities also on the part of those who are welcomed. In particular, the analysis highlights, in the light of the current legislation and the prevailing administrative jurisprudence, that those who come to Italy for purely economic reasons or find themselves living in situations of irregularity or illegality are required, from the first entry into the national territory, to ensure an adequate level of integration and empowerment to the host community, without prejudice to the peculiarities and criticalities of individual cases.
