The paper focuses on the phenomenon of civil protection volunteering, seeking to analyze it in its twofold dimension – organized and non-organized – in the light of the relevant provisions set forth in the Civil Protection Code (Legislative Decree No. 1/2018) and in the Third Sector Code (Legislative Decree No. 117/2017). By engaging with classical notions of administrative law such as ’participation’ and ’responsibility,’ the Author seeks to outline potential – and desirable – evolutionary pathways for the System, in order to promote a finally shared planning framework.
